Secord Township Meeting
August 19,  2020

Meeting called to order by Supervisor Colin Combs at 10:00 am with everyone standing and reciting the Pledge of Allegiance. Board members seated were socially distanced apart. Residents were seated outdoors and socially distanced along with masks in place.

Roll Call: Taken by Clerk Maria Alward as follows: Supervisor Colin Combs, Treasurer Linda Ronne, Clerk Maria Alward, Trustees Bill Bowman and Martin Holmes were present. 21 interested residents were in attendance.

Public Comment: Jim Schilling, White Tail Trail, commented Dam conditions were similar as in 1986.Past neglect has led to present Dam repairs and situations of other lakes.

Gary VanWambeke commented of Lack of Fire Protection due to lower lake levels.

Joel Vernier commented that FERC sets the water levels. There is a large pond for the Fire Department use.

Correspondence: Alward read the following: Letter from Rose Pest Solutions. A Thank you note received. Charter has new changes to channels. Several letters in support SLPA. Insurance refund check of $238.00 due to no accidents. Received second notice from Health Department concerning a residential septic site.

Minutes of July15, 2020 regular meeting were reviewed. Motion by Holmes/Ronne to accept as presented 5 ayes, M/C

Treasurerís Report: Report was read by Treasurer Ronnie as follows:

General Fund $671,458.54

Fire Fund 179,694.92

Fire Fund Capitol Reserve 71,986.71

Garbage Fund 109,246.94

Road Fund 304,308.09

Mosquito Fund 42,538.25

Weed Control Fund 369,135.16

Total Funds $1,748,368.61

Motion by Holmes/Bowman to receive and file the treasurerís report. 5 ayes, M/C

Bills to be paid: Alward reported on the bills to be paid. Motion by Alward/Combs to pay the bills as presented. 5 ayes, M/C


Berg Assessing: Re-inspection letters sent have been sent out. Phase 4 (400 properties) to inspect. Township needs to sign Assessor Contract from the County by the end of the year.

County Commissioner Joel Vernier reported on his work and meetings this past month. Submitted Commissioners Report for July-August 2020. The 4 yr time line is an estimate for all repairs, not how long until we get water back. Joel stated there is enough money from USDA Rural Development to pay for well at the fire hall.

Committee Reports:

Planning Committee: VanWambeke stated a special meeting was held for the purpose of the Ordinance for Constable. There were no changes. Next meeting Sept. 9, 9 am.

Fire Board: Chairman Marty Holmes reported there were 21 runs last month: 19 were medical, 2 fire. Holmes thanked Joel for the work he did on obtaining the well which can be started in approximately 2 months. Next meeting Sept 7, 10.00 am. There was a public hearing with CSI and a presentation of a new truck.

Fire Chief: Chief Fred Shaver stated 4 of the runs were in other areas (3-Clement, 1 Wildwood. All Fire Departments work together.

Constable: Larson turned in the paperwork and stated all is well. Secord Lake Campground has been issues a Beer & Wine License.

Road Committee: VanWambeke reported all is completed at this time. There are no new plans. Gary will drive with County to rate roads and will meet with Road Commission to plan for 2021. Will be crack sealing every 3 years for maintenance.

Zoning Administrator: 3 permits; one is for a Swimming Pool.

Ordinance Officer: Combs reported there are 3 cases still open.

Well and Septic report: Bill Bowman reported: Has 2 new permits since last meeting. There has been no response from the Lakeshore Dr. owner at this time despite multiple attempts to contact resident.

Other Business:

Election: Process went well. There are up to 400 absentee Ballots at this time.

Lake Weed Control: PLM did mapping & canals. As Boyce owns the land PLM would need permission to spray. The vegetation will help with erosion. Due to several safety issues the township cannot/will not approve weed removal. Motion; Not to do anything to the weeds this year. Combs/Alward M/C. Roll Call 5 ayes

Erosion: For erosion issues; (989) 941-3005. Grant may be available at a 75/25 cost sharing.

Mosquito Control: There have been 14 complaints of the trucks going by fast in July. One truck travels at 20 mph, others at 15 mph. The spray output is determined by the speed of truck. PML has been approved for 3 extra weeks of spray.

Fire Truck: Motion by Combs/Holmes to put down payment on Fire Truck. Roll Call 5 ayes M/C

Board of Review: Jim Carrol will be new B.O.R. Member.

Laptop computer: The purchase of a Laptop was approved for the Supervisorís use years ago at a Special Meeting. Motion to purchase Laptop for Vernier. Combs/Alward M/C. Roll Call 5 ayes.

Zoom: Does not work well in Township Hall. Alward will check with Charter. Motion Combs/Holmes to look into Charter for Zoom Meetings.

Public Comment/Announcements:

J. Schilling: If planting of grass is OK the Conservation Dept. has a grass mix or rye.

J. Vernier: Secord will receive newsletter from SLA.

M. Fagan: Suggested separate Mosquito Control contract for East & West side.

Jenny Carrol:Need persons to work the Elections. She would like to see more Men involved with the election process. All Workers had to work 16 hrs because there were not enough workers for 8 hr shifts.
