Secord Township Meeting
May 20, 2020
10:00AM
Meeting called to order by Supervisor Colin Combs at 10:00 am with
everyone standing and reciting the Pledge of Allegiance. Board members
were seated inside the building with doorways and windows opened and
each member in front of them. Residents were seated on the front lawn
with social distance guidelines and masks in place. Combs announced that
the dam was flowing with 240,000 gallons every 10 minutes. He wanted to
thank Mike Byler of Secord Hoist for the many boat rescues he did and to
all the residents who helped one another save docks, boats and other
items. Happy Lawn Care donated gloves to our fire department and we are
grateful to them for that donation.
Roll Call: Taken by Clerk Kathy Wilton as follows:
Supervisor Colin Combs, Treasurer Linda Ronne, Clerk Kathy Wilton,
Trustees Bill Bowman and Martin Holmes were present. 5 interested
residents were in attendance.
Public Comment: Mike Fagan asked about the budget
hearing. It will be at 9am on June 17th prior to the regular monthly
board meeting.
Correspondence: Wilton read the following: fire board minutes received,
Charter adding 2 new channels Hallmark Drama and Uptv.
Minutes of March 18, 2020 regular meeting
were reviewed. Motion by Holmes/Bowman to accept as presented due to the
April meeting being cancelled. 5 ayes, M/C
Treasurer’s Report: Report was read by Treasurer Ronne

Motion by Combs/Wilton to receive and file the treasurer’s report. 5
ayes, M/C
Motion by Combs/Holmes to remove lake weed control from
130-206-000-052-00. 5 ayes. M/C
Bills to be paid: Wilton read the following bills to be
paid: General fund $41,138.33 Fire Fund $2,546.30 and payroll $8,864.32
Motion by Holmes/Bowman to pay the bills as presented. 5 ayes, M/C
Wilton then read the bills that were paid in April and asked for
approval for those even though we do have a post audit policy in place.
General $22,982.80, Fire $623.98 and Payroll $9652.32. Motion by
Holmes/Bowman to approve. 5 ayes. M/C
Guests:
Berg Assessing: A written report from Berg and Associates was received.
They will soon send out letters for property visits and start field work
about June 8th or so. June 1st is the deadline for PRE (principal
resident exemption) for summer bills
County Commissioner Joel Vernier: Joel spoke about just trying to keep
up with this historic disaster in all the areas that have been affected
by the floods and aftermath.
Committee Reports:
Planning Committee: No meeting but will try to meet in June.
Fire Board: Chairman Marty Holmes reported there were 14 runs last
month: 12 were medical, 2 fire.
Fire Chief: Chief Fred Shaver was not here but has been at the firehall
with other firefighters constantly for the last several days.
Constable: Hart turned in her paperwork.
Road Committee: Nothing
Zoning Administrator: Nothing
Ordinance Officer: Combs reported he has 4 that are being worked on then
2 more complaints as of today on Blueberry and Deer.
Well and Septic report: Bill Bowman reported: the Health Dept is trying
to catch up with their back log, well testing will be either done by the
home owner or by the health dept at an outside tap.
Other Business:
Goose Round Up: Notice was given from the state yesterday that there
will be no goose round-up this year due to cutbacks. They will resume
them next year.
Custodian: Earl Chervus sent a letter of resignation after 44 years of
service to the township as custodian and on the fire dept. Motion by
Combs/Holmes to hire Peggy Sawka as custodian and Keith Beauchamp to do
the lawn. 5 ayes. M/C Combs then suggested that the mower at the hall be
utilized by the fire department. Everyone agreed.
Discussion on Constable position. Combs stated a lot of townships were
turning that over to the Sheriff's dept and the funds that the Liquor
Control Commission pays were going right to the Sheriff's Dept instead
of the township. Motion to eliminate the position for Constable in
Secord by Combs/Wilton. No one applied for the position as of today
which is an elected position. Roll Call: Combs yes, Wilton yes, Ronne
yes, Bowman yes, Holmes no. 4 yes/1 no. M/C
Lake Weed Control: PLM will be doing a survey next week on the water and
scheduled to do weed control applications June 8th pending the weather.
2 lawn companies have been blowing leaves into the water instead of
bagging them or composting them somewhere. Lawn Rangers of Gladwin and
D's Lawn Care have both been advised this action is not acceptable and
causes more issues with weeds in our waterways. Home owner need to be
aware of what the people they hire are doing.
Wilton shared the contract with all the board members for the Auditors
prior to the meeting. Weinlander/Fitzhugh are scheduled to do the audit
on October 5th and 6th. Motion by Wilton/Combs to sign contract. 5 ayes.

Wilton shared the new contract for the assessor. Everyone was able to
review it prior to the meeting. There were no questions. Motion by
Wilton/Combs to sign new contract with Berg and Associates. 5 ayes. M/C
Contract with the Gladwin Schools for tax collection was presented. They
pay $3.10 per parcel. Motion by Wilton/Combs for Secord Treasurer to
collect summer taxes. 5 ayes M/C
