Secord Township Meeting
March 18, 2020
10:00AM
Meeting called to order by Supervisor Colin Combs at 10:00 am with
everyone standing and reciting the Pledge of Allegiance.
Roll Call: Taken by Clerk Kathy Wilton as follows:
Supervisor Colin Combs, Treasurer Linda Ronne, Clerk Kathy Wilton,
Trustees Bill Bowman and Martin Holmes were present. 19 interested
residents were in attendance.
Public Comment: none
Correspondence: Wilton read the following: fire board
minutes received, Charter adding a new channel, permit request from
Liquor Control for catering permit for Amsdill, Board of Review minutes,
Mich Dept of Ag approving our mosquito control plan, DEQ permit for
seawall on Center for Marxhausen, Revenue Sharing projection increased
by 1600.00, paperwork from citizen for a boating band from last year
found not relevent to this 2020.
Minutes of February 19, 2020 regular meeting were reviewed. Motion by
Holmes/Bowman to accept as presented. 5 ayes, M/C

as follows:

Motion by Holmes/Wilton to receive and file the treasurer’s report. 5
ayes, M/C
Ronne then presented a parcel owned by state. She request lake weed
control be removed . Motion by Ronne/Holmes to remove weed control from
130-009-100-003-00. 5 ayes. M/C
Bills to be paid: Wilton read the following bills to be
paid: General fund $23,739.12 Fire Fund $2,750.78 and payroll $9,343.32
Motion by Holmes/Bowman to pay the bills as presented. 5 ayes, M/C
Guests:
Berg Assessing: No report
County Commissioner Joel Vernier: Joel spoke about a variety of meetings
he participated in as well as the census work starting to move forward.
Time of Transfer will have a public meeting in May for the countywide
program. The flu virus is of concern at the Health Dept and they are
working on it. Tax help available by calling 211. Mid Michigan Community
Action Agency has weatherization help available.
Committee Reports:
Planning Committee: No meeting
Fire Board: Chairman Marty Holmes reported there were 5 runs last month:
4 were medical, 1 fire. They are starting the spec process on building a
new truck to replace the 27 year old truck. April 6 is budget hearing
with twp board. May 11 meeting will be moved to May 4th. They are still
planning the fund raiser dinner at Secord Eagles on June 20th.
Fire Chief: Chief Fred Shaver gave an overview of the new truck that is
needed. He also has given Grim a contract for the next 5 years that will
automatically renew on a yearly basis at the end of the 5 years and
Supervisor needs to sign. The Springs camp has shut down as well as the
Eagles due to the Coronavirus. House on Three Rivers is a blight issue.
Wilton will work on letter for the blighted properties as there are
several.
Constable: Hart turned in her paperwork.
Road Committee: Nothing
Zoning Administrator: Sabourin reported that permit requests have
already started for the new year. She anticipates being busy this spring
and summer. 5 permits have been issued so far this year and 1 variance
pending.
Ordinance Officer: none
Well and Septic report: Bill Bowman reported: 2 have applied for permits
and both systems have failed. Steps are being taken to correct.
Other Business:
Goose Round Up: Wilton reported she has sent in paperwork as needed.
Election: Wilton reported everything went well.
Board of Review: Chairman Maria Alward reported everything went well and
it was done.
People need to start thinking about running for board positions.
Supervisor, Clerk and Treasurer are all going to be open as well as
trustee positions to be elected. We also have opening on Planning
Committee.
Combs stated we need to find someone to fill in for Chervus while he
recovers. Combs and Wilton will do interviews based on Chervus
description of job duties. Combs also asked for the firehall to be named
in honor of Earl Chervus for his years of service to this community not
only as a firefighter but also as Fire Chief for a number of years.
Motion by Combs/Holmes to name the fire hall in honor of Chervus. 5 ayes
M/C
