Secord Township Meeting
February 19, 2020
10:00AM

Meeting called to order by Clerk Kathy Wilton at 10:00 am with everyone standing and reciting the Pledge of Allegiance.

Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs absent, Treasurer Linda Ronne, Clerk Kathy Wilton, Trustees Bill Bowman and Martin Holmes were present. 19 interested residents were in attendance.

Public Comment: none

Correspondence: Wilton read the following: planning minutes and fire board minutes received, MidMichigan College invitation to ribbon cutting ceremony, letter from Kartes stating Cypress Creek Renewables is no longer interested in putting in a solar farm, letter from anonymous person about home on Pinehurst but since we have no way of contacting the person complaining nothing can be done unless letter is signed.

Minutes of January 15, 2020 regular meeting were reviewed. Motion by Holmes/Bowman to accept as presented. 4 ayes, 1 absent M/C

Treasurerís Report: Report was read by Treasurer Ronne as follows:

Ronne then presented a parcel owned by Bidwell. She has 2 pieces of property and requests lake weed control be removed from one. Motion by Wilton/Ronne to remove weed control from 130-205-000-018-00. 4 ayes/1 absent. M/C
Bills to be paid: Wilton read the following bills to be paid: General fund $24,137.74 Fire Fund $2,837.90 and payroll $8,314.32 Motion by Holmes/Bowman to pay the bills as presented. 4 ayes, 1 absent M/C

Guests:
Berg Assessing: Allan Berg stated it's a busy time of year getting assessments out. They should be in the mail by next Monday. Field work is complete. There has been a great deal of lakefront improvements thoughout the township. Board of review is Monday, March 9th from 3 to 9pm and Wednesday, March 11th from 9am to 3pm. You must set up an appointment with Peggy Sawka prior to the dates. 989-8388. Contract with Berg Assessing needs to be renewed. Wilton and Allan will work on it.
County Commissioner Joel Vernier: Joel spoke about a variety of meetings he participated in as well as the census work starting to move forward. Time of Transfer will have a public meeting in April for the countywide program. The flu virus is of concern at the Health Dept and they are working on it.
Secord Lake Association/4 Lakes Task Force: Phil Dast updated everyone about the increased construction and repair costs that have been presented. Edenville dam will begin work soon while the water is down. The Secord Lake Association meetings will now be the 3rd Saturday of the month at 11am starting in April at the Secord Eagles. The article in the Bay City Times listed Secord as on the the 19 on the states list. Federal standards have not been met by Boyce Hydro so the committee is working hard on the issues.

Committee Reports:
Planning Committee: Jim Carroll reported they need board members to join the committee. There will be no meeting in March or April unless needed. Planning has requested 5 of the newest MTA books on rules and regulations for townships. Wilton will order them. They will be looking further at ordinances that need to be updated as needed.
Fire Board: Chairman Marty Holmes reported there were 13 runs last month: all were medical. They are starting the spec process on building a new truck to replace the 27 year old truck. AJ Jewell has applied to the dept. He is EMT trained. Motion by Wilton/Holmes to hire AJ Jewell for the Secord Fire Dept with a probation period of 6 months. Next meeting is Monday March 9 at 10am.
Fire Chief: Chief Fred Shaver gave an overview of the new truck that is needed. He also has given Grim a contract for the next 5 years that will automatically renew on a yearly basis at the end of the 5 years. He will be attending a marjuana safety class. Marine Patrol school starts in April and he needs another person to be able to attend with him.
Constable: Hart turned in her paperwork and it stated all was well.
Road Committee: Wilton received a contract for crack seal. Motion by Holmes/Bowman to sign contact. 4 ayes/1 absent. She also stated she received a message from VanWambeke that E. Ridge would not be done this year due to the county not having enough money to match the township.
Zoning Administrator: Sabourin reported that permit requests have already started for the new year. She anticipates being busy this spring and summer. 3 permits have been issued so far this year.

Well and Septic report: Bill Bowman reported: the ongoing issue on Lakeshore is being resolved. Everything else is going along well.

Other Business:
Wilton received the paperwork for the Goose Round Up. She has contacted Ehlert to chair the round up again this year. He has agreed. The Secord Twp Board thanks him for stepping up and working on this issue. Motion by Wilton/Holmes to send in the paperwork to the state. She then presented Resolution 2020-1 which was motioned by Holmes/Bowman.

Resolution 2020-1
Regarding Michigan Department of Natural Resources, Canada Goose Nest Destruction Program and/or Canada Goose Roundup/Removal Program

WHEREAS, the Township Board of Secord has received complaints of overpopulation of Canada geese inhabiting the grounds of residents along the Tittabawassee River (which includes Secord Lake above the dam and Smallwood Lake below the dam) within Secord Township; and

WHEREAS, the Township Board has determined that the DNR Canada Goose Nest Destruction Program and/or Roundup/Removal Program are effective program(s) for the control of site specific problems for our residents; and

WHEREAS, the residents clearly understand that any birds removed and relocated during this program may be killed and nests destroyed;

WHEREAS, the Township on behalf of the residents, lake associations, businesses, subdivisions, condo associations etc., must apply for a DNR Permit for these program(s), on an annual basis, and must ensure that all lakefront residents, tenants, employees of this site, have been informed that this program is taking place at their lake/site, and understand if their site is located within more than one government unit, they are responsible to receive resolutions from each township/city/village, and are responsible for adhering to the requirements under their permit;

NOW, THEREFORE LET IS BE RESOLVED that the Township Board of Secord hereby formally requests the assistance of the Michigan DNR on behalf of the requests made in Secord Township by residents as long as they abide by the DNR permit requirements, in the implementation of the Canada Goose Nest Destruction Program and/or Roundup/Removal Program, for a 5-year period from 2016 through 2020 and additionally, to advise the Department that there shall be no cost to the Township of Secord for these programs other than the permit fee.

Wilton gave the names of the people to work the March 10th election. Maria Alward will chair the election with Peggy Sawka, Jean Jurgenson, Linda Ronne, Maxine Larson, and Jenny Carroll working. Also, people need to start thinking about running for board positions. Supervisor, Clerk and Treasurer are all going to be open as well as trustee positions to be elected.
