Secord Township Meeting
August 21, 2019
10:00AM

Meeting called to order by Supervisor Combs at 10:00 am with everyone standing and reciting the Pledge of Allegiance.

Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs, Treasurer Linda Ronne, Clerk Kathy Wilton, Trustees Bill Bowman and Martin Holmes were present. 20 interested residents were in attendance.

Public Comment: Mike Fagan asked if the Sugar River was being sprayed for weeds in Secord Twp. He was told to call Bre at PLM to find out about their schedule for weed and algae spray.

Correspondence: Wilton read the following: fire board minutes received, Planning minutes received, Household Hazardous Waste Collection in the City of Gladwin August 24, letter from Spectrum stating they are lowering a couple of costs and adding to their channels, quarterly payment from Charter with an increase of about $150 for the quarter.
Minutes of July 17, 2019 regular meeting were reviewed. Motion by Holmes/Ronne to accept as presented. all ayes M/C

Bills to be paid: Wilton read the following bills to be paid: General fund $185,831.17 Fire Fund $4,898.79 and payroll $9,875.32 Motion by Bowman/Ronne to pay the bills as presented. All Ayes M/C

Guests:
Gladwin County Registar of Deeds Ann Manning-Clayton: Ann brought an agreement for transfer of property for Berg Assessing to sign. This was discussed at the last meeting to allow well and septic inspection folow-ups to done in a more timely manner. Berg reviewed the paperwork. Manning-Clayton was thanked for her prompt addressing of the issue and hopes that other townships will be able to implement this procedure.
Berg Assessing: Allan presented a Affidavit of Description Change that will allow a better paper trail and quicker changes of addressing. Motion by Combs/Wilton to put affidavit in motion. All ayes. M/C The best email for contacting Berg Assessing is info@assessingoffice.com Motion by Wilton/Combs to allow Berg to sign agreement with Registar of Deeds. All ayes/M/C
County Commissioner Joel Vernier: Joel spoke about attending the Michigan Assoc. of Counties conference and there was a lot of discussion on Line 5 along with 4 year terms for commissioners and state reps, he gave various insights of meetings he has attended, the discussion in the the works for a 55 and older housing complex, and the census meetings continue to concentrate on the impact the census has on the county and townships.

Committee Reports:
Planning Committee: VanWambeke stated they are are suggesting to add real estate agents and if needed an escrow account to be established for point of sale inspections. Fee and fines have been reviewed and given to Wilton. She will have webmaster put them on the website. Escrow account for well and septic upgrades/replacements needs to be put into effect so property can be sold in a more timely manner. They are currently at a stand still for rental inspections due to the health department, some violations over the years have involved builders and they need to be addressed and held accountable for violations made. They have a new secretary on the planning board due the departure of Carl Kerr. Ginny Carroll will take on that responsibility. Steve King of the Health Dept sent a letter for planning to review. Carl Kerr was thanked by the township board for his years of dedication to the township planning. Judy Boman was appointed to fill in the position on the planning committee.
Fire Board: Chairman Marty Holmes reported there were 15 runs last month: 14 medical, 1 mutual aide. Rescue trailer has been ordered.
Fire Chief: Chief Fred Shaver reported hazardous waste material from runs can now go to EMS once again. He has 2 people to go to Emergency meeting in Frankenmuth in Sept, and they have spent money on the boat with the understanding the county will pay for it.
Constable: Larson turned in her report and said everything was fine. Wilton stated Hart still did not turn in her report for July. It was discussed that if no report is turned in then no pay should be given.
Road Committee: Chairman Gary VanWambeke reported Secord Dam to the East of Three Rivers should be done soon, he suggested staying on just 2 brinings this year, he reviewed bills from the road commission and everything seems to be on budget.
Zoning Administrator: Sabourin stated 29 permits issued and many more have been given out. Most are for pole barns. She is current on reviewing properties where permits that have been issued and making sure what was said on the permit actually took place.
Ordinance Officer: 7 files are open and being worked on.
Well and Septic report: Bill Bowman reported: 21 files are current with 14 passing, 7 needing work (4 in process of having issues addressed and 3 being notified) A lot of properties have changed hands. 25% of homes in the area are not in compliance with the health codes. He is constant contact with the Health Dept. Houses that have been sold without notice/permit are now being reviewed and will be made to come into compliance. Our ordinance is sound and it is the responsibility of the seller and/or buyer to bring well and septic into compliance.

Other Business:
Council of Local Government: Will be Monday, August 26th at the Road Commission.
4 Lakes Task Force: Kerr reported that other dams have siren warnings installed. There isn't one on Secord. That is being discussed along with other items.
Secord Lake Property Owners Association: They will be holding a regular meeting each 2nd Saturday of the month at 10am at the Secord Twp Hall. All residents above Secord Dam are invited to attend.
Lake Weed Control: Algae has been sprayed.
Property owned by township: The last piece of property owned by the township on Lakeshore is: 130-300-000-029-00 has been listed by Real Estate One. An offer was received. Motion by Wilton/Combs to counter at $58k. All ayes M/C
The 2nd piece of Boman property was discussed. Attorney Hovey is still reviewing paperwork. Motion by Wilton/Holmes to allow quit claim to be signed once approved by the attorney. All ayes M/C
ORV County Ride: Saturday, August 17th was well attended and Secord Twp Board members welcomed about 100 ORV's and their riders.
Filing a Complaint: When filing a complaint with the supervisor for blight or any other matter, you must do it in writing, if possible supply pictures and you must give a contact phone and name as to who you are. You can file a complaint by email or by letter but you must give us contact information.
Rescue Boat: Combs will have a meeting with Shea next week.
911: Combs reported there were 385 complaints through 911 over the 4th of July weekend.
Clement Twp Meeting: Combs met with Clement Supervisor Karon Hoffman to discuss several things since we share the same waterway. Goose Round up: she gets no complaints so they will not do anything. Mosquito spray: Hoffman said they can't get an estimate. Combs called Rose Pest Solutions and was told they will get an estimate for Clement Twp. Point of Sale: Clement is working on it. Fireworks Ordinance: Clement will not be doing one. Marine Patrol: They are interested but not willing to spend the money.
Rose Pest Solutions: Combs okayed 2 extra sprays to go through the Labor Day Holiday. We didn't have any rain days so we needed 2 extra sprays.
Audit Contract: Wilton requested a motion to sign the audit contract. Motion by Combs/Holmes to sign. All ayes M/C
Water Addresses: Residents are encouraged to have address and road name on the waterside of their property. (Perhaps on their docks) There have been several accidents and people don't know where they are on the water. This would help 911 to dispatch proper departments by land if boaters knew approximately where they were located on the water.
Public Comment/Announcements: Carl Kerr reported there would be a 4 Lakes Task Force meeting on Friday.
