Secord Township Meeting
April 17, 2019
10:00AM

Meeting called to order by Supervisor Combs at 10:00 am with everyone standing and reciting the Pledge of Allegiance.

Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs, Treasurer Linda Ronne, Clerk Kathy Wilton, Trustee Bill Bowman and Trustee Martin Holmes were present. 24 interested residents were in attendance.

Public Comment: None

Correspondence: Wilton read the following: 3 shoreline improvement permits were issued by the DEQ with 1 on Pineland and 2 on Lakeshore, notice from Charter that new channel additions are adding a finess channel and removing LOVE channel, fireboard minutes received, public hearing for Four Lakes project will be held in Midland on May 3 at 1:30pm, the state has approved the mosquito spray program for Secord Twp submitted by Rose Pest Solutions, and mosquito property inspection sheets and shutoff sheets were received and are available on the secordtownship.org website.

Minutes of March 20, 2019 regular meeting were reviewed. Motion by Holmes/Bowman to accept as presented. 5 ayes M/C

Treasurerís Report: Report was read by Treasurer Ronne as follows:

Motion by Bowman/Holmes to receive and file the treasurerís report. Wilton noted the Treasurerís office and the Clerk's office still have a discrepency on figures from January and will let the auditors examine.

Bills to be paid: Wilton read the following bills to be paid: General fund $23,365.38 Fire Fund $1,650.26 and payroll $6,781.00 Motion by Holmes/Bowman to pay the bills as presented. 4ayes 1 absent M/C

Guests: Berg Assessing: Assessor Jody Berg reported Board of Review is now closed and was reasonably light. Letters for the spring/summer/fall reappraisal program will go out soon and will cover the West Branch Dr, Pinecrests, and Whispering Pines area, AMAR report is 100%.

County Commissioner Joel Vernier: Board assignments have been done and they have a balanced budget that has been approved.

Committee Reports:

Planning Committee: No report but starts April 10th

Fire Board: Chairman Marty Holmes reported: 6 total runs in March: 4 were rescue runs and 2 fire. The budget presentation was done to the township board and went well. 1 fire/rescue bill was sent out.

Fire Chief: Chief Fred Shaver reported that the rims on the new truck have been replaced, he reminded everyone there is to be no burning in the ditches and it's a $250.00 fine, he reported on the new CAD system at 911 that was discussed at the 911 meeting, and he received payment for the state to use building to hold classes. He reminded everyone to be sure to get a burning permit at michigan.gov/burning permit and to check it every day because it can change within hours.

Constable: Larson turned in her report and all is well.

Road Committee: Wilton received the brine schedule and read it to the board. Tentative dates are: 5-16, 6-20 and 8-20. All are dependent upon the weather. The first to are at 65%cost to the township the final is 100% cost to the township @ .1775 per gallon w/ approximately 2,000 gallons spread per mile w/ double passage. Motion to allow the first 2 brinings with the 3rd brining at the Supervisor's descretion by Holmes/Bowman. 4 ayes 1 absent. M/C

Zoning Administrator: Sabourin was absent but a written report stated 7 permits issued and several more have been given out. Combs stated he has asked Sabourin to do follow-ups on all the issued permits and expects a written report by June.

Ordinance Officer: Still working on the issues on Ash St. Court issued a 60 cleanup with a follow-up in 30 days to see progress.

Well and Septic report: Several properties have been checked and are in compliance. He is constant contact with the Health Dept.

4 Lakes Task Force: Phil Dast reported they are actively negotiating with Boyce Hydro. Attorneys are working on agreement, Secord Lake Association has been formed and is a 501C3 non profit. Letter will be going out to property owners telling them about the association.

Goose Round-up: Marvin Ehlert gave a report on the egg/nest destruction class that he attended with 4 others put on by USDA/Wildlife. He will once again coordinate the goose roundup also.

Lake Weed Control: Combs will get with weed control and check out properties in question.

Council of Local Government: Meeting will be at Secord Hall but hosted by Bourret Twp Board on April 29th.

Investment policy: Combs reported one is being reviewed. Everyone has a copy and is asked to review it to be discussed at May meeting.

Hall Carpet: Combs reported that Rau has had some personal family issues to deal with and will get to us as soon as possible.

Budget: A budget workshop will be set for May 22nd at 10am for all board members. It is open to the public for input.

Resolution for Riverview Mobile Home Park: Wilton stated she spoke with our health dept. and with the state. This resolution is needed under Public Act 399 for the Amsdill to license the mobile home park.

Whereas, Debra Amsdill owns and operates a drinking water system serving Riverview Mobile Home Park, located at 2603 Lakeshore Drive, Gladwin MI and,

Whereas, Debra Amsdill possesses the ability and willingness to continue effective operation and maintenance of said system to protect the public health; and,

Whereas, Secord Township deem it impractical for the Township to own, operate, and administer this particular drinking water supply;

Now, Therefore be it resolved that Secord Township fefused to accept ownership of or operation, maintenance, and administrative responsibilities for the said particular drinking water supply. Secord Township endorses the applicationof Debra Amsdill to continue these responsibilities under state permit.

Road Contracts: Combs presented the following road contracts:

Project 19-13-08 for Secord Dam Rd east of Three Rivers

Project 19-13-23 for Ridge Rd west of Lakeshore

Project 19-13-28 for W Thendara, Peninsular, Thendara Ct and Entire sub

Project 19-13-29 for E. Pinecrest (Cedar Lake Rd to Whispering Pines) and Deer Lane

Motion by Combs/Wilton to sign contracts that had been approved prior.

Yard Waste Pickup: Pickup started at the beginning of April and will run until November.

Quit Claim Deed: Combs presented the quit claim deed and Resolution 19-4-2 for the Boman property on Lakeshore Dr. to be transferred to the Beachside Property Owners Association. Motion by Wilton/Combs. Roll call as follows: Combs, Wilton, Bowman, Holmes and Ronne all ayes. M/C.
