Secord Township Meeting
March 20, 2019

Meeting called to order by Clerk Wilton due to the absense of Supervisor
at 10:00 am with everyone standing and reciting the Pledge of
Allegiance.
Roll Call: Taken by Clerk Kathy Wilton as follows:
Supervisor Colin Combs absent, Treasurer Linda Ronne, Clerk Kathy
Wilton, Trustee Bill Bowman and Trustee Martin Holmes were present. 16
interested residents were in attendance.
Public Comment: None
Correspondence: Wilton read the following: AMAR review
from the Dept of Treasury for the State was a perfect score thanks to
our Assessors diligence, notice from the state of the changes for
absentee ballots, notice from Charter that Spectrum Mid-America now
holds the franchise in our township, new channel additions are Cheddar
TV, CineSony Network and Pasiones TV, fireboard minutes received, the
cost of pest control for the township hall is increasing by a $1, Board
of Review minutes for 3 meetings were received.
Minutes of February 20, 2019 regular meeting were
reviewed. Motion by Holmes/Bowman to accept as presented. 4 ayes 1

Motion by Bowman/Holmes to receive and file the treasurer’s report.
Wilton noted since they had just received the report, the Treasurer’s
office and the Clerk's office do not balance on figures.

Bills to be paid: Wilton read the following bills to be
paid: General fund $23,649.58 Fire Fund $4,672.24 and payroll $8,210.00

Guests: Berg Assessing: Assessor Allan Berg was not
present but sent a report. Board of Review is now closed and was
reasonably light. Letters for the spring/summer/fall reappraisal program
will go out soon and will cover the West Branch Dr, Pinecrests, and
Whispering Pines area.
County Commissioner Joel Vernier: The township welcomed our new county
commissioner. He reported that they will be bringing a balanced budget
soon to be voted on, he has attended several meetings which he's been
assigned, 4 Lakes Task Force hired Tara Hovey as their attorney, Robert
North has been hired as the Emergency Mgmt Director, License at
Edenville Dam has been requested to transfer and Rising Tide meeting was
well attended and informational.
Committee Reports:
Planning Committee: No report but starts April 10th
Fire Board: Chairman Marty Holmes reported: 12 total runs in February: 9
were rescue runs and 3 fire with1 mutual aid run. They are working on
the budget to present to the Secord Twp board on April 8th at 9am.
Fire Chief: Chief Fred Shaver reported that the rims on the new truck
are cracking again due to weight and they are being covered by warrenty
from the truck company, he reminded everyone there is to be no burning
in the ditches and it's a $250.00 fine, Gladwin Fire has a grant for a
new piece of equipment for training and Secord qualifies to be able to
use it, EMS software from state requires the same information that
County EMS has and would cost $2,500 to purchase. He is working on
trying to use the County information.
Constable: Hart turned in her report and all is well.
Road Committee: Wilton received the brine schedule and read it to the
board. Tentative dates are: 5-16, 6-20 and 8-20. All are dependent upon
the weather. The first to are at 65%cost to the township the final is
100% cost to the township @ .1775 per gallon w/ approximately 2,000
gallons spread per mile w/ double passage. Motion to allow the first 2
brinings with the 3rd brining at the Supervisor's descretion by
Holmes/Bowman. 4 ayes 1 absent. M/C
Zoning Administrator: 2 permits requested. 1 for buildings and 1 for a
sign.
Ordinance Officer: Still working on the issues on Ash St.
Well and Septic report: 3 new properties in compliance.
4 Lakes Task Force: no report
Goose Round-up: Wilton offered the Goose Roundup Nest Destruction and
Round-up Resolution 2019-1. Also training must be taken for nest/egg
destruction on April 3rd. If interested in training please contact

Resolution 2019-1
Regarding Michigan Department of Natural Resources, Canada Goose Nest
Destruction Program and/or Canada Goose Roundup/Removal Program
WHEREAS, the Township Board of Secord has received complaints of
overpopulation of Canada geese inhabiting the grounds of residents along
the Tittabawassee River (which includes Secord Lake above the dam and
Smallwood Lake below the dam) within Secord Township; and
WHEREAS, the Township Board has determined that the DNR Canada Goose
Nest Destruction Program and/or Roundup/Removal Program are effective
program(s) for the control of site specific problems for our residents;
and
WHEREAS, the residents clearly understand that any birds removed and
relocated during this program may be killed and nests destroyed;
WHEREAS, the Township on behalf of the residents, lake associations,
businesses, subdivisions, condo associations etc., must apply for a DNR
Permit for these program(s), on an annual basis, and must ensure that
all lakefront residents, tenants, employees of this site, have been
informed that this program is taking place at their lake/site, and
understand if their site is located within more than one government
unit, they are responsible to receive resolutions from each
township/city/village, and are responsible for adhering to the
requirements under their permit;
NOW, THEREFORE LET IS BE RESOLVED that the Township Board of Secord
hereby formally requests the assistance of the Michigan DNR on behalf of
the requests made in Secord Township by residents as long as they abide
by the DNR permit requirements, in the implementation of the Canada
Goose Nest Destruction Program and/or Roundup/Removal Program, for a
5-year period from 2016 through 2020 and additionally, to advise the
Department that there shall be no cost to the Township of Secord for
these programs other than the permit fee.

Other Business: None
Public Comment/Announcements: Carol Wilhelm asked if
the channels from Spectrum could be requested as the new ones didn't
seem to be things that would be requested in our area. Wilton replied
they couldn't. She then asked about the Rising Tide meeting and new
logos etc for the cities and county. Wilton and Vernier both replied
that this was all being done through a grant for promotion of the county
and cities and blending the trade mark for it.
