Secord Township Meeting
January 16, 2019

Meeting called to order by Clerk Wilton due to the absense of Supervisor at 10:00 am with everyone standing and reciting the Pledge of Allegiance.
 Meeting was then turned over to Trustee Bowman to run meeting.
Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs absent, Treasurer Linda Ronne, Clerk Kathy Wilton, and Trustees Martin Holmes and Bill Bowman were present. 18 interested residents were in attendance.
Public Comment: Mike Fagan spoke about lake weed control and cost.
Correspondence: Wilton read the following for Howden Landscape, Rose Pest Solutions will start mosquito spray on May 23rd, letter from Charter stating they are discontinuing channels 25 and 716, Road Commission board meeting dates.
Minutes of December 19, 2018 regular meeting were reviewed. Motion by Ronne/Holmes to accept as presented. 4 ayes 1 absent M/C
Minutes of January 3, 2019 special meeting were reviewed. Motion by Holmes/Bowman to accept as presented. 4 ayes 1 absent M/C
Treasurerís Report: Report was read by Treasurer Ronne as follows:

Motion by Wilton/Holmes to receive and file the treasurerís report as presented. 4 ayes 1 absent M/C
Ronne then presented the following parcels to have garbage removed. Gredowski 130-215-000-083-00. Property in Clement and Secord. Pays in Clement for garbage. Motion by Wilton/Holmes to remove assessment. 4 ayes 1 absent M/C
LaFave 130-206-000-052-00 off water weed control to $45.00. Motion by Holmes/Bowman to access back lot cost 4 ayes 1 absent M/C
Garrett Holmes 130-003-100-006-03 being assessed for 2 garbages assessments. Motion by Holmes/Bowman to take off one assessment. 4 ayes 1 absent M/C
O'Connell 3 garbage assessments. Motion to remove 2 assessments from 130-016-300-003-08 and 130-210-000-230-00 by Ronne/Holmes 4 ayes 1 absent M/C
Bills to be paid: Wilton read the following bills to be paid: General fund $57,475.06 Fire Fund $5,015.42 and payroll $7,419.00 Motion by Holmes/Bowman to pay the bills as presented. 4 ayes 1 absent M/C
Guests: Berg Assessing: Assessor Allan Berg reported that the office is preparing new assessments based on county ratios that are given for the area in a 24 month time period which is April 2016 to April 2018.
County Commissioner Sandra Aultman: She was not present nor sent a written report.
Committee Reports:
Planning Committee: No report
Fire Board: Chairman Marty Holmes reported: 14 total runs in December: 11 were rescue runs and 1 fire and 2 mutual aid runs. They are working on the budget to present to the Secord Twp board on April 8th at 9am.
Fire Chief: Chief Fred Shaver stated he is writing a grant to the Gladwin Community Foundation, Wildfire classes will be held at the end of January. Other classes to be held also but food in the area is a problem for meals. He is working things out.
Constable: Wilton reported she did not receive a report from Hart. She did call and say she would be dropping it off.
Road Committee: None
Zoning Administrator: none
Ordinance Officer: Still working on the issues on Ash St.
Well and Septic report: Bowman reported 2 new inspections done.
4 Lakes Task Force: Phil Dast reported he would be attending a meeting in the afternoon. Negotiations will be reported on at the meeting. He would be meeting with representatives from Clement and Bourret to start a lake association at 7pm that evening. This will be for waterfront land owners and others interested. They will set it up similar to Wixom Lake Association with by-laws and 501-C3 status.
Wilton reported the audit report has been passed out and asked permission to sign the letter to release the report to the state. Motion by Holmes/Ronne to sign. 4 ayes 1 absent M/C
