November 21, 2018

Meeting called to order by Clerk Wilton at 10:00 am with everyone standing and reciting the Pledge of Allegiance.

Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs absent, Treasurer Linda Ronne, Clerk Kathy Wilton, and Trustees Martin Holmes and Bill Bowman were present. 17 interested residents were in attendance. Due to Supervisor Combs absence, Bill Bowman will take over the meeting.

Public Comment: Gladwin County Clerk Laura Brandon-Maveal spoke about the election and Secord and how well it went. She presented the 'report card' from the Board of Canvassers with an acknowledgment of the great workers Secord has for the election.

Correspondence: Wilton read the following correspondence: Planning minutes from 3 meetings, Letter from Attorney Hovey about Boman property, letter from Charter stating Nick 2 would no longer be available after November 22, letter and check from Accident Fund because we didn't have any claims for workers comp, and letter from Charter for Franchise Fee payment.
Minutes of October 17, 2018 regular meeting were reviewed. Motion by Holmes/Bowman to accept as presented. 4 ayes 1 absent M/C
Minutes of Special Meeting November 13, 2018 on Lake Weed District boundaries. Motion by Bowman/Holmes to approve minutes as presented. 4 ayes 1 absent M/C

Treasurerís Report: Report was read by Treasurer Ronne as follows:

Bills to be paid: Wilton read the following bills to be paid: General fund $103,642.00 Fire Fund 1,660.41 and payroll 8,793.00 Motion by Holmes/Ronne to pay the bills as presented. 4 ayes 1 absent, M/C

Guests:
Berg Assessing: Assessor Allan Berg reported the PRE (primary residential exemption) updating is being done, checking new builds and permit inspections. Working on time constraints w/ equalization on the weed assessment district. The old assessor had the weed district set with unclear lines. The special meeting held by the board on Nov 13th specified the lines and the lots to be assessed clearly. He also clarified the difference in land rates from the old assessor to now. There had been 25 various categories and now there are only 4 based on geographic area and sales similarity.
County Commissioner Sandra Aultman: She was not present nor sent a written report.

Committee Reports:
Planning Committee: Chairperson VanWambeke stated they are reviewing ordinances and they will be written and published in current form.
Fire Board: Chairman Marty Holmes reported: 7 total runs in September: All were rescue runs. Due to the condition of the water at the hall, the board is asking for a water softener. They recommend going with a rental unit from Owens to see if it works for what is needed at $42.00 per month. Motion by Wilton/Bowman to rent unit for 1 year and reassess the outcome at the end of the lease term. 4 ayes 1 absent. M/C
Fire Chief: Chief Fred Shaver stated they have had 19 runs so far this month. It's been very busy. One pump was ruined on a call but it fell under the CSI warranty and has been replaced.
Constable: Wilton reported she received report from Kathie Hart. No issues.
Road Committee: VanWambeke looking at quotes that came in for next year at higher prices but the numbers should come down soon, complaints of a hold made by Consumers Power truck on W. River and issues on Rivers Terrace trying to get through Hay Twp to residents in Secord.
Zoning Administrator: no report
Ordinance Officer: No report
Well and Septic report: Bowman reported 5 new inspections done. 1 well failed.
Other Business:
Road Commission: The Road Commission asked that we pass a resolution stating we were not in support SB 396 of exempting vehicles transporting forest products on county roads from obtaining permits, seasonal load restrictions and the negative impact this would have on county roads and the cost to citizens. Motion to pass Resolution 2018-11-2 by Holmes/Bowman. Roll call Ronne yes, Wilton yes, Bowman yes, Holmes yes. Combs absent. 4 yes/1 absent. Resolution passes.
Election: Wilton stated election went well despite an issue with the new electronic ballot machine. She thanked all the workers who did a great job on a very busy day.
Letter from Attorney on Bowman property. An agreement between our attorney and property owners attorney is that the area property owners would have 90 days to form an association for the property that the township holds title to but would like to not have the liability for and would like to give it back to the Bowman family who originally gave it to the township. Motion by Holmes/Wilton to allow 90 for the residents to set up an association. 4 ayes/1 absent. M/C
FEMA flood Maps: Bowman and Wilton attended meeting put on by Carol Grove of Alpine Land Surveying. Topographic land survey is the best way to either not have to pay flood insurance or pay a reduced rate. Each piece of land is different and the survey is the only way to fight the potential insurance.
Meeting dates for 2019: Motion by Wilton/Bowman to keep the dates on the 3rd Wednesday of every month at 10am. 4 ayes/1absent. M/C
Inflation Rate Multiplier: Has been set by the State Treasury at 2.4%
AT&T Metro Act: Permit Extension request by AT&T for a 5 year extension for METRO ACT/Right of Way. Motion by Wilton/Bowman to approve extension. 4 ayes/1absent. M/C
Poverty Exemption/Poverty Guidelines: A copy was given to all board members to review for next month's meeting.

Announcements/Public Comment: Jim Munro stated he felt the park at M-30 and Finkbeiner should be open until December 1. There would be less garbage mess if it was.
LuAnn Hurry asked about lake weed control and who was contracted for 2018. She was told it was PLM and they were new this year for us.
Peggy Sawka asked if we were having a Christmas Potluck after our December meeting. She was told yes. The twp board members would provide the chicken again this year.
Phil Dast stated there will be a meeting in Edenville Twp for the 4 Lake Task Force on December 4th. There will be more public information after the meeting on lake levels and the dams.
