April 18, 2018

Meeting called to order by Supervisor Colin Combs at 10:00 am with everyone standing and reciting the Pledge of Allegiance.

Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs present, Treasurer Mickey Hetherington present, Clerk Kathy Wilton, Trustees Martin Holmes and Bill Bowman were present. 22 interested residents were in attendance.

Public Comment: none

Correspondence: Wilton read the following correspondence: Fire Board Minutes,
Minutes of March 14, 2018 regular meeting were reviewed. Motion by Holmes/Hetherington to accept as presented. all ayes M/C

Treasurer’s Report: Report was read by Treasurer Hetherington as follows:

Motion by Wilton/Holmes to receive and file the treasurer’s report as presented. All Ayes M/C

Bills to be paid: Wilton read the following bills to be paid: General fund $22,567.00, Fire Fund 1,258.55 and payroll 7,799.00 Motion by Combs/Bowman to pay the bills as presented. All ayes. M/C

County Commissioner Sandra Aultman: Grant applied for bike trail, county has become an interveener w/ FERC for Edenville Dam, court union negotiations ongoing, county would like to start well and septic inspections on property transfers, swipe cards for employees in the works.
Berg Assessing: Assessor Alan Berg reported March Board of Review is done and submitted. They are beginning their new year and starting their 20% of the township inspections, we have approximately a 2% revenue increase to the township, AMAR has started and new resolutions will be needed for new policy requirements.
Robyn Huber: From YumYum Ice Cream truck introduced himself and said he plans to be back in Secord again this year on the same schedule as last year.
Trena Barta: for the leadership group updated us on the small library to go into Secord. Waiting to hear from the Campground.
Committee Reports:
Planning Committee: no report
Fire Board: Chairman Marty Holmes reported: 11 rescue runs last month with 2 being rmutual aid. Join budget meeting went well. Their meetings will now be the 2nd Monday of the month at 10am at the township hall.
Fire Chief: Fred Shaver is doing better. Still recovering from his back surgery.
Constable: Larson reported all is well and turned in her paperwork
Road Committee: none
Zoning Administrator: 8 permits issued with 1 pending. Still receiving a lot of calls asking questions about building and requirements. Looks to be a busy year.
Ordinance Officer: Working on blight issues, waiting for weather to break.
Well and Septic report: Bowman reported 2 new permits and getting busier.

Other Business:
Garbage Assessment Ordinance: The incorrect public act was stated in Ordinance 2018-5. The following is a correction to that: The language “Public Act 320 of 1927, as amended, being C>L>123.241 and following” should have read “Public Act 451 of 1994, as amended, being MCL324.4306 and following.”
Title Search: This is tabled until the Bowman family meets and we get more information.
911 meeting: Combs has minutes.
Budget workshop: We will have a budget workshop on Wednesday, April 25th at 10am. Public is invited.
Road Work: Contracts have been received from the road commission as follows:
18-04-13 for $81,055.00 for Ridge Rd west of Lakeshore for 1200 ft., 18-23-13 for $28,000 for Ultrathin on Ridge from M30 to Center for 1 mile, 18-24-13 for $31,000 for Ultrathin on 4 Seasons and Jennings for 1 mile, 18-25-13 for $35,000 for Lakeshore from Wirtz south 1 mile.
PLM: Lake Weed control tenative dates are: June 11th and June 16th. Their number is 1-800-382-4434 ext 2200 for questions.
People are needed on committees: Combs reported we need people on Zoning Commission and on Zoning Board of Appeals. This is a great way to get involved in the township. Those interested please contact Colin Combs. This opportunity is for anyone who wants to step up and make a difference.
Township Hall: Open from 10am to 1pm every Wednesday.
Culvert on south end of Driveway: Batterbee Excavating gave us a bid for the replacement of the culvert along with labor and cleaning of the ditch and should be starting as weather permits.
Rose Pest Control: Mosquito season is coming. The new forms for property inspections and spraying along with forms for those who do not what to be sprayed will be on the Secord Twp website. They must be filled out and turned into Rose Pest every year.

Combs would like his cell number to be published to the residents. It is 989-225-3819.
Public Comment:
Jim Schilling said he felt the letter about the residential property inspection was a bit harsh and questioned the recycling costs. Combs addressed both statements.
Bill Moore asked about the goose round up.
Judy Boman stated she will be having a family meeting to address the potential return of easements to her family and extended family.
Mike Fegan asked about the budget workshop.
Bill Bowman announced the Crime Stoppers basketball game with the Detroit Lions on April 28th at 7 p.m.
Council of Local Government meeting is at Hay Twp Hall on Monday, April 30th at 7 p.m.
