Secord Township Special Meeting
February 24, 2018
10:00AM

Meeting called to order at 10am by Supervisor Colin Combs.

Everyone stood and recited the Pledge of Allegiance.

Roll Call taken by Clerk Kathy Wilton as follows:
Supervisor Colin Combs, Treasurer Mickey Hetherington, Clerk Kathy Wilton, Trustee Bill Bowman and Trustee Martin Holmes were all present along with 12 interested residents.

Combs read the proposed contract. The day of the week was not included but would be negotiated.

Combs read emailed comment from Mark and Donna Swartz on West Branch Dr. who are not in favor of curbside recycling.
Wilton read an email from Diane Tinsley on W. River Dr. and her concern for increased assessment for curbside recycle.
No other emails or written comments were received.

Guest Speaker: Gary Hicks from Republic Waste spoke about curbside recycle. He stated the bins would be blue but with a light blue lid. He told us how much recycling has changed over the years and how water bottles especially have gotten lighter and it now takes twice as many to make a ton of them but volume in bins remains the same. Because of Michigan deposit laws, recycling isn't as profitable as it is in many other parts of the country. Aluminum cans are the highest paid commodity but they aren't thrown away here due to the returnable policy.

Questions: Mike Fagan asked if everyone will be forced to recyle. Hicks answered no, it will be up to the resident.
Marvin Ehlert asked about loose items flying out when the garbage or recycle is dumped into the truck. Hicks answered he would prefer everyone bag all their items then the wind can't take it as it's being put into the truck.
Carol Wilhelm asked if all the containers were the same size. Hicks said they have smaller ones for those who wanted them.
Ehlert asked about contiguous property and rates assessed. Combs stated as it is now contiguous properties are only assessed one time when brought to the attention of the treasurer.
Stefan Sawka asked about property that is used for storage. Combs stated we are looking at updating the ordinace as to what will be assessed or not assessed.

Discussion on the facebook poll that was created by Kurt Baker of Pineland Dr. 220 people responded to the poll. 135 were in favor of curbside recycling and 85 were not.

Discussion of the current special assessment ordinance and the need for updates. Holmes will prepare a ordinance for review at the next regular township board meeting.
