Meeting called to order by Supervisor Colin Combs at 10:00 am with everyone standing and reciting the Pledge of Allegiance.
Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs present, Treasurer Mickey Hetherington present, Clerk Kathy Wilton, Trustees Martin Holmes and Bill Bowman were present. 17 interested residents were in attendance.
Public Comment: Wanda Raymer from the Gladwin Friends of the Firefighters spoke about their program and invited others to join. She thanked Secord Fire for their support over the years on various programs they sponsored and Secord Fire helped with. If you are interested in knowing more about the organization call 426-0649 to speak with Wanda.
Correspondence: Wilton read the following correspondence: Rose Pest control will be raising their rate for spraying at the hall, Secord Fire Board minutes, Severe Weather Spotter free training on March 20 by the National Weather Service through Emergency Management, Rose Pest Solutions will be sending out their notices for mosquito control, Board of Review will be held March 12 from 3pm to 9pm and March 13 from 9am to 3pm by appointment only. Call Colin Combs to make appointment. Council of Local Government meeting February 26 at Sherman Twp Hall.
Minutes of January 17, 2018 regular meeting were reviewed. Motion by Holmes/Bowman to accept as presented. all ayes M/C

Motion by Hetherington/Wilton to remove the following Personal Property Taxes for years prior to 2013 on the following parcel numbers with both MTA and attorney advice:

Bills to be paid: Wilton read the following bills to be paid: General fund $24,189.37, Fire Fund 3,934.41 and payroll 6,826.00 Motion by Combs/Hetherington to pay the bills as presented. All ayes. M/C
County Commissioner Sandra Aultman: Grant written to USDA for vehicle at Sheriff's Dept., grant written to USDA for county building and 2 vehicles for county departments, they approved a request to borrow money to repair/replace the road commission building, marine patrol grant has been applied for, wage comparisons provided for other county offices.
Berg Assessing: Assessor Alan Berg was unable to attend but provided a report to the board. March Board of Review dates are set and notices have been sent to the paper, assessment change noticies will go next week, deadline for written appeals for Board of Review is March 8th.

Resolution 2018-2 to Set and Alternate Date for July and December Board of Review was offered by Combs/Wilton as follows:

Board of Review

Whereas, Section 53b of the General Property Tax Act, MCL 211.53b, Requires a Board of Review that meets in July to meet on the Tuesday following the third Monday in July, and a Board of Review that meets in December to meet on the Tuesday following the second Monday in December;and

Whereas, assessors who work for multiple townships are not always able to attend the Board of Review meeting for each township when they meet on the same day; and

Whereas, Public Act 122 of 2008, effective May 9, 2008, allows an alternate July Board of Review meeting date during the week of the third Monday in July; and an alternate December Board of Review meeting date during the week of the second Monday of December; and

Whereas, it will benefit the residents of Secord Township to have the assessor available to assist the Board of Review and taxpayers in processing tax appeals and poverty exemptions;

NOW, THEREFORE, BE IT RESOLVED that the Township may schedule these aforementioned meetings during the week of the third Monday of July and the week of the second Monday of December, as allowed by Public Act 122 of 2008.

Resolution 2018-3 Waiver of Penalty and Interest for Untimely Filed Property Transfer Affidavits was offered by Combs/Hetherington as follows:

Waiver of Penalty and Interest For Untimely Filed Property Transfer Affidavits

Resolution 2018-3

Whereas, the Property Transfer Affidavit is required to be filed with the local assessor by the buyer, grantee, or other transferee of property within 45 days persuant to MCL211.27a(10);

Wereas, Under PA206 of 1893, the governing body of a local tax collecting unit may waive, by resolution, the penalty levied under MCL 211.27b subsection (1) (c) or (d);

Now, Therefore, Be it Hereby Resolved that pursuant to PA206 of 1893, The Township of Secord, in Gladwin County authorizes the Supervisor/Assessor or their designee to waive the collection of penalty and interest for untimely filed property transfer affidavits.

The forgoing resolution offered by Township Board Member Combs and supported by Township Board Member Hetherington.

Upon roll call vote, the following voted:

Committee Reports:
Planning Committee: Rex Rowe, chairman of the planning committee, presented a property line adjustment for Ehlert 130-114-000-147-00 and Griffin 130-114-000-148-00. Motion by Combs/Holmes to allow adjustment. All ayes M/C May 9th will be the next planning meeting. Wilton questioned about Kennett property due to a phone call she received. Rowe said he has now given all information to Kennett and it is still being worked on.
Fire Board: Chairman Marty Holmes reported: 5 rescue runs last month, combined budget meeting will be on April 9 at 6pm, their next regular board meeting will be March 12th at 1pm.
Fire Chief: Fred Shaver reported: Fire Chief meeting will be March 1st for any board members interested, 1 firefighter resigned, 5 new applications have been received.
Constable: Larson reported all is well and paperwork turned in.
Road Committee: Road Commission sent letter pertaining to Ridge Rd east of Lakeshore being paved. They will start the grubbing as weather permits.
Zoning Administrator: Still busy. 4 permits issued for 2018 so far. Still receiving a lot of calls asking questions about building and requirements.
Ordinance Officer: Working on blight issues, waiting for weather to break. Health Dept sent letter saying the meth lab location on Lakeshore has been cleaned and can be occupied now.
Well and Septic report: Bowman reported 1 person upset about the ordinance but the health dept has no record of their well or septic and no one knows where it is on the property. He is working with the owner and the health dept so they can sell the property. He expects to be busy as soon as the weather breaks.
Other Business:
Garbage Assessment: We will hold a public hearing on Saturday, February 24th at 10am to discuss the update on the ordinance and curbside recycling.
Title Search: Wilton shared the information from NorthStar Title on township owned property on Lakeshore Dr. There are 3 pieces of property and each has a different title wording and description. Attorney advised that we can not sell parcel 130-055-000-007-00 due to title and can be returned back to the family that gave it to the township as stated on the title. The other 2 pieces 130-200-000-029-00 and 130-015-100-003-00 can be sold if that is what the township wants to do. Motion by Wilton/Combs to return 130-055-000-007-00 to the Boman family. Roll call: Bowman, Holmes, Hetherington, Combs, Wilton all yes. M/C
We will ask the Assessor for appraisal on other 2 pieces and discuss at the March meeting.
Blight in Mobile Home Park: Generator still constantly running still. Combs is working with Mr. Davis, owner of the park.
911 meeting: Combs reported they came in under budget. Call volume continues to rise.
Goose Round-Up: Wilton asked if the board wanted to continue. Motion by Wilton/Combs to continue the program with Goose Busters. All ayes M/C Wilton asked if Board wante Marvin Ehlert to continue to coordinate the volunteers. Everyone agreed he has done a great job and should continue. Wilton will get the applications to the state done.
People are needed on committees: Combs reported we need people on Zoning Commission and on Zoning Board of Appeals. This is a great way to get involved in the township. Those interested please contact Colin Combs. This opportunity is for anyone who wants to step up and make a difference.
Citizen Issue on Lakeshore: Combs reported complaint on Lakeshore about an outhouse. He contacted the Health Dept which stated as long as the outhouse is compliant with health regulations there is nothing they can do.
Township Hall: Open from 10am to 1pm every Wednesday.
Culvert on south end of Driveway: Wilton has contacted 2 companies for estimates. Weather needs to break and currently everything is under water.
FEMA letter: Letter received by Wilton and Combs that everything is now compliant and done.
Census: Combs said he has received more information from the census bureau. If anyone is interested in taking on the task of doing the census for the township please contact him.

Announcements: Joint fire board/township board meeting for budget review will be April 9th at 6pm. The public is welcome to join us.
Public Comment:
Wanda Raymer asked about the meeting for Council of Local Government on the 26th and the 911 meeting. Combs answered both of her questions.
Peggy Sawka of Lakeshore Drive asked if she could get the information on the lots that are owned by the township. Wilton will meet with her after the meeting.
