Meeting called to order by Clerk Kathy Wilton in absence of Supervisor Colin Combs at 10:00 am with everyone standing and reciting the Pledge of Allegiance. Wilton requested everyone keep the Combs family in their prayers due to the death of Colin's father.
Wilton then turned the meeting over to Deputy Supervisor Rex Rowe.
Roll Call: Taken by Clerk Kathy Wilton as follows: Supervisor Colin Combs absent, Treasurer Mickey Hetherington , Clerk Kathy Wilton, Trustee Martin Holmes were present. Trustee Bill Bowman absent. 31 interested residents were in attendance.
Public Comment: Jamie Curtis talked about the proposed millages and need for lake weed control, Steve Kujala spoke about his continued problems with lake weeds washing up along the shore line.
Correspondence: Wilton read the following correspondence: Minutes of Secord Fire Board, Minutes of Secord Planning, letter from Suzanne Slage opposing medical marijuana dispensaries, letter from Dennis O'Neil on lake weed control, letter from Barbara O'Neil about lake weed control, letter from Charter about up coming changes in costs. Surcharge will go to $7.50 from $6.05 and receivers will go to $5.99 per receiver from $4.99. Permit received for new dock from DEQ for 3779 Lakeshore.
Minutes of July 19, 2017 regular meeting were reviewed. Motion by Holmes/Hetherington to accept as presented. 3 ayes 2 absent M/C
Motion to accept and file the notes of public meeting for lake weeds on August 5, 2017 by Hetherington/Holmes. 3 ayes, 2 absent M/C
Treasurerís Report: Report was read by Treasurer Hetherington as follows:

Guests:
County Commissioner Sandra Aultman: Reported that corrective actions are being done, maintenance on courthouse, deficit elimination plan for courts child care. Salary schedule done. Biohazard machine for sheriff's department purchased. New hangers for airport are beginning. VA director has been called back to active duty so a new person will be taking that position later in the month.
Berg Assessing: Assessor Alan Berg stated there is still an ongoing clarification from the state tax commission on several items. It is stated that the assessors duty is to assure tax rolls are correct. County is not obligated to do tax rolls. L-4029 is in question. Is it the clerks duty, assessor or equalization?? They are in the office generally 9 to 4 if anyone has any issues they are happy to answer any questions by calling 989-734-3555

Gladwin County Road Commission: manager Dave Pettersch updated the board on Secord Twp and the road commission. It's been a good year for roads with a spending of 10 million dollars throughout the county. He praised Secord Twp for their road millage and how the roads have been improved and maintained in our township. The flooding impacted several roads in the county and FEMA funding was not granted for roads. Most scheduled projects in the county have been completed and brining will be taking place before Labor Day in Secord Twp.
Ray VanGotham of Aquatic Weed Control: Ray gave an overview of the river system in Secord on the weeds from a survey just completed. The wild celery is continuing to be a huge issue but he felt the worst is done. Celery is not just in our system but in all the lakes and rivers. He gave us 3 options to consider: do entire shoreline above the dam and below for weeds and algae, do all of Smallwood in our township plus 20 acres above the dam or do nothing and wait for next year. (Trustee Bowman arrived at 10:40) Algae growth is a problem everywhere. It is only allowed to be treated in front of residents and needs 5 business days for notification to the DEQ. There are no swimming restrictions if we just do algae except as it is being applied. Discussioin. Motion by Wilton/Hetherington to treat algae in the whole system as allowed as soon as possible. 4 ayes 1 absent. M/C Wilton thanked VanGotham for attending meeting and giving options.
Committee Reports:
Planning Committee: Carl Kerr gave update on Welcome sign. The bid for the base came in very high due to the relocation of the sign to a lower spot. Discussion. Money not in the budget for higher price. MTA seminar was attended by a couple of planning members. State laws are changing already about medical marijuana facilities. Seminar sessions included medical marijuana, rental properties and solar farms. Information was gathered on all subjects. Rex Rowe, chairman of the planning committee said they are rewriting our ordinance to include solar farms in all districts except R-1. Green Cross letter going out this week. They have had a request to purchase property on Lakeshore that is supposed to be deeded to property owners off the water for lake access. There is conflicting information and deed restrictions. Motion by Holmes/Wilton not to sell property that is dedicated in Boman's Secord Dam Resort #2. 4 ayes/1absent. M/C
Fire Board: Chairman Marty Holmes reported: 14runs last month /13 rescues and 1 fire. CSI recall on the tire rims that are on the new truck are still unresolved. The firehall is finished from the roof leak. Marcus Crandall is being recommended by the fire board to be reinstated on Secord Fire Dept. Motion to allow reinstatment of Marcus Crandall to the Secord Fire Dept by Wilton/Hetherington with an 18 month probation period as recommended by Chief Shaver and the fire board. 3 ayes, 1 nay, 1 absent. M/C
Fire Chief: Fred Shaver reported the boat will be out on the lake over Labor Day weekend. They will be doing the 'fill the boot' fund raiser again this year. He also encouraged everyone put their address and road name on their dock or seawall. It would help immensely for a location if there is an emergency on the water.
Constable:Larson turned in report. All is well.
Road Committee: VanWambeke reported roads are done with chip and seal and crack seal. Projects for 2018 are 1,170 ft of pavement on Ridge east of Three Rivers, and 1,157 ft of Ridge east of Lakeshore along with gravel and brining projects. Possibly assessing a smaller amount than allowed on taxes.
Zoning Administrator: Sabourin reported she has issued 33 building permits this year. 4 recently completed and several new ones coming in.
Ordinance Officer: Going back to court on August 28th.
Well and Septic report: Bowman reported he has sent out a number of letters with several coming into compliance. He is contining to make progress.
Other Business:
Lake Weed Committee: Public hearing to discuss a 3rd spray was held August 5. We had a good turnout. Discussion about 2 sprays versus 3 sprays, the cost and the problem with only 2 sprays and the timing of applications and growth of weeds. Many people requesting we do 3 weed sprays. Our contract with Aquatic Weed Control ends 2017. Weed committee is hearing proposals from several companies. Motion to increase special assessment for weed control to $210.00 for water front lots and $45.00 for back lots by Holmes/Wilton. Roll call vote: Hetherington yes, Bowman yes, Wilton yes, Holmes yes. Combs absent. M/C Suggestion also included that the contract include potential weed cleanup.
Millage renewals: Wilton stated the millages for fire, roads and mosquitos all expire 12/17. The county is holding an election in November. Copies of millage proposals were made available to everyone to be voted on in the November election. Included is a new millage for possible marine patrol in Secord Twp.
Other issues on agenda: Wilton stated due to the absence of Combs, other issues on the agenda would be reported on next month.
Public Comment/Announcements: Fagan asked if Marine Patrol would be above and below the dam. Wilton stated yes.
